CALL FOR EXPERT – POLICY RESEARCHER FOR THE YOUTH PARTICIPATION INDEX 2021

Introduction and Background Information

Partners Albania is an independent Albanian NPO established in 2001, working to support civil society and facilitate inter-sector cooperation in order to strengthen democratic institutions and advance economic development. Partners Albania is a member of Partners Network, a partnership of independent, local organizations in Europe, the Americas, Africa, and the Middle East working for peaceful and democratic change, and also a member of several European and regional networks working in the field of enabling environment for civil society sector, social entrepreneurship and innovation, philanthropy and good governance.

Since 2016, Partners Albania as a member of the Youth Hub for Western Balkan and Turkey, a network of 20 youth organizations whose objective is to ensure greater involvement of young people in Albania, North Macedonia, Montenegro, Serbia, and Turkey, implements the “WB&T for EmploYouth” project.

The Network conducts the “Youth Participation Index (YPI)” an annual monitoring report which provides insight into young people’s opportunities to get involved in society. It captures youth involvement in decision-making processes, their access to the labor market, and their participation in social life. It comprises of 22 political, economic and social participation indicators and spans over a 5-year long (2016-2020) data series collected in five countries.

More specifically, Youth Participation Index contributes to:

  • Improve the practice of using data as a reliable base for any decision concerning youth;
  • Compare the developments in WB and Turkey countries according to key indicators of youth participation in all three dimensions: political, economic, and social;
  • Monitor progress related to youth participation throughout the years in the respective countries.

The monitoring report is the guide for evidence-based policy recommendations and advocacy initiatives of the Network regarding youth participation in the targeted countries.

 

The general purpose of the service

Partners Albania is looking for an “Expert” (Policy Researcher) for the development of the “Youth Participation Index 2021for Albania.

“WB&T for EmploYouth” project is implemented by Ana and Vlade Divac Foundation (Serbia), Partners Albania for Change and Development (Albania), Prima Association (Montenegro), Youth Alliance (North Macedonia), and Community Volunteers Foundation (Turkey). The Project is supported by the European Commission, as part of its efforts toward continuous upgrading of the relationship of public authorities with the youth.
