Social reuse of confiscated assets from organized crime and corruption by CSOs with an increased role of local government

This study presents an analysis of the national legal framework on the social reuse of confiscated assets by CSOs and examines the role of local self-government units, particularly municipalities, in this process. It provides recommendations to enhance the role of local governments, positioning them as pivotal players in managing assets confiscated from organized crime. Given their intimate connection with community needs, local authorities are ideally suited to manage these assets, fostering targeted, impactful development projects that directly benefit citizens, restore trust, and strengthen the social fabric. Repurposing these assets allows local governments to spark economic growth, create job opportunities, and provide vital services, transforming symbols of corruption into beacons of hope and resilience for the community.

Additionally, the study analyzes the contribution of social enterprises (SEs) to the social integration and employment of marginalized communities. It includes an evaluation of the impact of social entrepreneurship activities on disadvantaged communities through a gender lens, presenting crucial data and recommendations for the future.
