We are happy to see the longstanding advocacy effort of Global NPO Coalition on FATF bearing important and concrete results.

In June 2022, the FATF Plenary agreed to consider amending Recommendation 8 and its Interpretive Note 10. For the moment, FATF is consulting all interested stakeholders in advance of finalizing the amendment text, in parallel to the update of the FATF Best Practice Paper to Combat the Abuse of NPOs.

The draft amendment text and Best Practice Paper proposed for public consultation reflect the work and discussion of the Project Team, established by FATF. They seek to address the problem of over-application of preventive measures to the NPO sector in some countries, recognizing the negative impact this can have on legitimate NPO activities.

This is the second round of consultations, following that of last year, which was open for evidence on how R.8 is producing unintended consequences for the NPOs at a global level and best practices to address them. We are happy to see that the Code of Standards, a practice Partners Albania for Change and Development is working on, is mentioned as a best practice in the first round of consultations, to be singled out as a topic of interest for the Best Practices Paper.

This is a great opportunity for practitioners, experts, and stakeholders from the NPO sector and financial institutions to provide their concrete proposals in the text and/or comments. The process is open until August 18 2023 (18h00 CET).
